The Commission’s 2026 work programme – titled Europe’s Independence Moment – captures the moment. Yet, Europe will not regain agency unless a critical group of political leaders starts to grasp the scale of geopolitical shifts unfolding and forges urgent new partnerships with other middle-powers stuck between China and the US.
During a well attended high-level roundtable, we identified the windows of opportunity and options Europe has available to become more dynamic institutionally and evolve into a geostrategic actor.
